Default setting up browser

ust purchased an 8700v from Ebay but it has no service book, no settings for browser etc. I'm a newbie to Blackberry but how do I set it up for an internet/browser connection please.
Do I need to get settings from my network provider, where do I enter them.
Excuse my niaivety on this matter

OK, everytime I try to activate it tells me "server not responding, contact your system administrator" or words to that effect.
I've heard that BB's can only be registered once, is this the case? if so the chances are this second hand BB has already been registered (activated ) before, is there any way to get round this please!
