Default 8700C help

I resold a 8700 from Cingular/ATT and am trying to help the buyer activate her own email account. The problem is that the phone is "locked" to another BIS or BES account and we need to get it released. Unfortunately, there is no way to contact the original owner. Does anyone have any suggestions on how to fix this issue? ATT has not to this point been much help to resolve the issue. Thanks in advance!

So the person wants to use it with another carrier or same? Cause if its diff it would have to be unlocked first.

Also I forgot to mention, when you talk master reset, really all that needs to be done is handheld wipe from options/security options/general settings/menu/wipe handheld.

to my knowledge it is to ATT. I understand the service is up and running, but she cannot set up the BIS because Pin is in "use".

I'm guessin this is somethin a carrier should do but I wonder if reinstallin OS would delete all data so they can start over to use that same pin.
